Welcome to Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), named after great patriotic leader Jenab Sheikh Mohammad Abdullah (popularly known as Sher-e-Kashmir) was established in the year 1982 through an Act passed by the State Legislature in the 33rd year of the Republic of India with its jurisdiction over the entire State of Jammu & Kashmir with its headquarter at Shalimar, Srinagar. With the SKUAST Act in force, the agricultural education, research and extension training units were transferred to SKUAST from various development departments viz; Agriculture, Animal Husbandry, Sheep Husbandry and Sericulture of Jammu & Kashmir State.
In the year 1998-99, the territorial jurisdiction of the University was redefined by amending the SKUAST Act 1982 under which a separate agricultural University was established for Jammu Division and named as Sher-e-Kashmir University of Agricultural Sciences and Technology of Jammu (SKUAST-J) with its territorial jurisdiction extended to the entire Jammu Division. The parent University was renamed as Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir (SKUAST-K). The University operates on the Land Grant College concept of USA following the Model Act of State Agricultural Universities evolved by the Indian Council of Agricultural Research. It is a multicampus University.
   
SKUAST-K on July 26, 2010. A mountain agriculture expert, his professional expertise revolves around 35 years of institutional leadership and international research programmes management together with scientific and strategic research in the field of mountain agriculture. Dr. Partap spent thirteen years at the International Centre for Integrated Mountain Development (ICIMOD), Kathmandu, leading the Mountain Agriculture Programme.

  He is Honorary Professor of Mountain Agriculture at Tibet Academy of Agricultureand Animal Sciences (TAAAS) Lhasa, TAR, China since 1994. A widely traveled person Dr. Partap has long experience of working in international bodies. He was Asian representative on the Global Mountain, Co-founder of Himalayan-Andean Programme and Global Mountain Programme of CGIAR etc.

In 2001 at a relatively young age of 49, he took over as Vice-Chancellor of Himachal Pradesh Agricultural University at Palampur where he completed two terms. In between he took up the challenge of setting up and building a unique institution “International Competence Centre for Organic Agriculture” as Executive Director. During this period and after he continues to contribute immensely to develop the Organic Agriculture Movement in India.

Dr. Partap has worked for a long in a multinational environment, with a team of multinational professionals which shaped his skills and aptitude for working with culturally and socio-politically diverse people and institutions across mountain regions. His considerable experience in institutional restructuring and reforms, for reshaping research and extension programmes is widely acknowledged. It is hoped that SKUAST-K under his leadership will emerge as a leading institution in Mountain Agriculture, education, research and extension in India.
